Presenters will take participants through a range of social work programmes implemented in Malmö’s social services to provide citizens with new possibilities of self-service and effective communication through digital apps, chat services and an open digital journal. This session is all about describing a journey from bureaucracy focused social work to a sustainable social development model with people at its heart. Presenters will describe the impact of digital tools and new forms of client-centred social work. But the session will also assess how the new digital model of work can reduce bureaucracy and give social workers better working conditions, reduce stress, and create an environment for better results.

How can Technology contribute to Sustainable Social Services in Europe?

Welfare technology can play an increasingly important role in person-centred care solutions that facilitate independent living. Technology to Support the Activation of People with Intellectual Disabilities

Technology has a great potential to support the route to employment for people with intellectual disabilities by making complex work more accessible. Participants will learn about a project in the Netherlands centred around a transferable model for co-producing and evaluating technologies for people with intellectual disabilities far from the labour market. This transferable project brings together social and regular companies, technology developers, policy makers, government organisations, and a research institute with people with disabilities to ensure the needs they have to enter the labour market are met.

Social Vouchers: Efficient and Adaptable Tools to Address Poverty

Social vouchers are targeted and adaptable instruments that have been supporting people in need since the 90s. These initial experiences led to various solutions worldwide evolving from paper to digital technologies that support people in poverty access essential goods and food. Amongst others, delegates will learn about a QR code voucher system developed during the Covid-19 lockdown in the UK to help families access meals; or the use of vouchers funded by the European Fund for the most Deprived (FEAD) in Romania, where more than 2.5 million people have been supported since 2021.

Building a framework for coordinated health and social outcomes

The transformation towards a fully person-centred service model requires coordinating services to ensure that people are supported to achieve health and social outcomes. This workshop will call out six key areas that need to be considered as health and social protection organisations continue to work together to improve coordination between themselves, their services, find new efficiencies, and embrace new technologies to support the best outcomes for individuals. The proposed six areas are: segmentation, coordination, integration/interoperability, self activation, technological innovation, and operational transformation. During the session, participants will find out about social programme management technology: which governments and health systems are using it, how it supports visibility and accessibility of services to promote inclusion, and how it empowers citizens to have a strong voice in their own care.

Leveraging Data to Improve Worker Retention & Achieve Better Human Services Outcomes

Modern systems have the power to integrate workflows across teams
to improve service delivery and aggregate data to inform
decision-making that improves children’s outcomes. Better technology for
workers, providers, and families reduces time on administrative tasks,
improves collaboration, and increases time spent on value-added
services. This session will explore barriers to the collection and use of
high quality data, and how digital tools can lower them. Attendees will
discuss how they currently use data to improve outcomes for youth
and families and retain social workers, and explore strategies that can
be put into effect at their agencies.

Modernising Norway’s Social Services: A New Digitalisation Strategy

As part of a new digitalisation strategy for social services, the central and local Norwegian Labour and Welfare Administrations (NAV) launched ‘Digisos’- a digital service through which people can request financial and social support and view the status of their case. The project aims to increase the accessibility of social services and simplify case processing for NAV supervisors. Participants will hear about the impact of Digisos so far, the lessons they have learned, and the next steps in Norway’s social services modernisation journey.

Informed Decision-Making: REDI, a Digital Tool to Better assess Financial Needs

How to determine a fair amount of support for people in need? CEBUD, a research and consultancy centre for budget and financial well-being in Belgium, developed REDI (Reference budgets for a decent income) to respond to social workers’ demands for an instrument that customises person-centred budgets. This tool helps local authorities assess the individual situation of each beneficiary to come up with the right type of financial support. For example, it maps households’ disposable income and necessary expenses, accounting for their needs and the local living context. By comparing income and expenses, the output shows whether a family has sufficient income. Participants will be able to test the tool and discuss with its creators as well as the practitioners who use it.

Co-Creating the Transformation towards Digital Social Care

Social services across Europe are engaging in the digital transformation of their care and support. To make sure this transformation is leading to services that meet citizens’ needs, co-design is key from the start. This interactive session will bring together the experiences and lessons learned of three public authorities in England and Spain, who are at different stages of their transformation journey. The Regional Government of Navara (Spain) together with Kent and Suffolk County Council (United Kingdom), will present how they co-designed and procured digital transformation programmes and care services in hackathons, devolved practice models, and co-production blueprints.

A Digital Approach to Harm Reduction

Through the app called ‘By my side’, this project provides access to digital services to ultimately reduce drug related deaths and homelessness through support, education, and social inclusion. Designed through a gendered specific lens, for anyone who may be using substances, the ‘By My Side’ app has been co-developed with women supported by Simon Community Scotland. The app aims to directly address the challenges they face in gaining access to the right information. It also aims to support those who are currently using substances today, educating people on the effects of different substances, how to use substances safely, as well as managing and preventing overdose.

AI Model for Effective Preventative Care

The Health and Care Department in Helsingborg, Sweden, developed a tool consisting of an AI model that proactively identifies users at high risk of extensive future needs and individuals with the highest potential for rehabilitation. By forecasting the needs, they can implement targeted interventions to reduce the needs of individuals, which ensures a more efficient use of the available resources. The tool also allows for the interventions to be evaluated consistently providing valuable data to be able to make strategic decisions about continuing programme funding.

Held to Ransom! How to Prepare for Cyberattacks

In 2021, a cyber-attack crippled all IT functions including internet, email, case records, the telephone system and digital communication of the social services in Kalix, Sweden. Drawing on the lessons of this experience, participants in this workshop will understand what measures they can take in their own workplaces to prepare for the consequences of a cyberattack, specifically to mitigate the impact on workforce and people using services.

AI Profiling to Address Labour Market Changes

Active inclusion measures can be supported by artificial intelligence to promote inclusion, accessibility and empowerment. The Andalusian Employment Service (Spain) has adopted a statistical profiling tool that uses AI to understand and predict changes in the labour market, and to offer job counsellors information that they can use to support job seekers. Furthermore, the tool can also diagnose the employability of job seekers, offer career recommendations adjusted both to the needs of the labour market and the skills and competencies of the job seeker, with the ultimate aim to help evaluate public activation policies.

Digital, Remote and Safe Support for Homeless People

Loss of personal documentation is an issue that can lead to many problems for homeless people. Meanwhile, 80% of homeless people in Spain have a phone, and various international projects have demonstrated the benefits of safely storing documentation in the cloud. In this context, NIDUS is a digital platform promoted by iSocial Foundation in Spain for homeless people to upload and store their personal documents safely. The platform was developed to respond to the loss of documentation and the anxiety and bureaucratic overload this loss creates. It offers a ‘digital safe’ to save important documentation, but it is so much more. Users can communicate with social workers though a chat system, have access to a map of services and resources; and avail of a notification system from NGOs and social services.

Digital Counselling for Children and Young Adults at Risk

Through a partnership of 11 Danish municipalities and the NGO Centre for Digital Youth Care, the BRUS programme aims to strengthen children’s and youth’s capabilities to handle the challenges associated with an upbringing in families marred by alcohol or drug abuse. It offers help to children and youth aged 0-24 through anonymous digital counselling. For young people that can write and operate a cell phone, tablet or PC – typically from the age of 9 or 10 – this works through a series of supports including individual chat (SMS or online chat) and digital youth groups.
