Experiences from Latin America: How Technology and Data Can Strengthen Social Protection Systems in Europe
As the global demand grows for more resilient and people-centred social protection systems, Chile’s experience offers valuable insights for Europe. That is why VISIION will participate in ESSC 2025: to share our journey implementing technology-based solutions that have strengthened social protection in Chile and to explore how these innovations could complement and enrich European approaches.
VISIION presents itself as a regional contributor to social tech innovation, with proven capacity to adapt to diverse institutional environments.
Our interactive session will explore how Latin American experiences—particularly Chile’s implementation of the One-Stop Shop and the Social Information Registry— can inspire dialogue and collaborative thinking around the future of social protection in Europe.
A Shared Challenge: Fragmented Social Protection Systems
In both Europe and Latin America, social protection systems are often fragmented across multiple programmes and platforms. This fragmentation results in inefficiencies, duplicated efforts and difficulties for citizens in accessing the services they are entitled to.
Addressing this challenge requires people-centered solutions that simplify interaction with the State, empower citizens in decision-making, and anticipate their needs.
The Chilean Model: Data Integration, AI, and Simplified User Experience
Chile has implemented two key public-sector innovations: the Social Information Registry (SIR) and the One Stop Shop (OSS).
The SIR integrates socioeconomic and demographic data for over 17 million individuals, allowing the government to assess household conditions in real time and make data-driven decisions. The OSS centralises more than 160 social services in a single digital access point. Supported by artificial intelligence, the platform includes virtual assistants and predictive tools that anticipate citizen needs, reduce bureaucracy, increase transparency, and provide users greater control over their wellbeing.
These tools are designed to maximize outreach, improve public spending efficiency, and ensure no one is left behind.
Shared Reflections
Chile’s experience suggests that it is possible to move towards more proactive, efficient, and citizen-focused protection systems —without compromising equity or data security. For Europe, reflecting on similar or complementary approaches could offer:
- Improved operational efficiency: reducing administrative burden and duplication.
- Better citizen experience: via simplified, transparent and user-friendly services.
- Increased anticipatory capacity: leveraging AI to enhance resilience during social or economic shocks.
These solutions not only modernize public management but also pave the way for more inclusive, predictive and sustainable digital governance models.
