Luis graduated in Sociology from the Public University of Navarra, with study stays at Birmingham City University (United Kingdom).

He has dedicated his professional life to working as a sociologist, advising on the implementation of social innovation projects, evaluating public policies, promoting citizen participation and community intervention, developing employment training projects, and analysing the situation and evolution of social reality.

Luis Campos has extensive experience in public management, having held various positions: Director General of the Social Reality Observatory, Director General of Telecommunications and Digitalisation, up to the present day where he serves as Director General of Planning, Coordination, Innovation and Evaluation of Public Policies.
