Alfonso Lara-Montero

CEO of the European Social Network

Alfonso is CEO of the European Social Network, which brings together over 165 social services departments in public authorities in 35 countries. Alfonso oversees the Network’s management and strategic direction, leads the policy programme co-financed by the European Commission, the annual European Social Services Conference and European Social Services Awards. He has 15 years’ experience in public policy, has authored and co-authored several publications and is a regular contributor of articles to academic journals, newspapers, and specialist social services magazines. Before joining ESN, Alfonso worked in public policy programme evaluation and project management in the private sector.

He holds an MA in modern languages from the University of Granada, an MA in European Governance from the College of Europe, an MSc in Public Policy from University College London and a Masters in Executive Management of International Associations at Solvay Brussels School for Economics and Management. Alfonso advises public authorities in their social services reforms and teaches on social services innovation, reform, and organisation in master’s degree programmes at the Universities of Barcelona, The Basque Country and the School of Public Administration in Galicia, Spain.

Josh Hjartarson

Ph.D, Deloitte Canada

Josh Hjartarson is Global and National Leader for the Human and Social Services at Deloitte Canada, where he leads 400 professionals whose sole mission is to help modernize the social support ecosystem so that every Canadian can live the best lives. His career history spans public service, academia, and advocacy.

As a thought leader, Mr. Hjartarson has written and lectured extensively on public sector transformation and the future of the social safety net.

Josh Hjartarson grew up in rural Alberta, Canada in the midst of a deep recession. Like many families, his was reliant on government supports during this period. This is why he firmly believes in the value of government. He also believes that enhancing the efficacy of the social safety net is both a moral and economic imperative. In this spirit, his professional and academic interests converge on the transformation of income assistance, social care, and employment services so that they are more integrated, outcomes-focused, and client and family centric.

Josh earned a PhD in political science at the University of Toronto in 2005.

When not contemplating the safety net, he helps coach a little league baseball team, reads vociferously, and travels as much as he can.

Martin Lichte

Policy Officer, European Social Network

A member of the ESN Policy Team where he is responsible for policies related to social inclusion such as minimum income and integrated social services and care. He has co-authored several ESN publications such as the 2021 Integrated Care and Support Report and the 2020 Putting Quality First Report. He recently drafted ESN’s position papers on Minimum Income and the European Care Strategy. Prior to joining ESN, he worked for several not-for-profit associations in the field of care and support, and undertook a couple of short placements with public authorities in Germany and France in the field of migration.

Alessio Arces

Project Manager at Anci Toscana

Sociologist with a Master in Big Data Analytics (2022), expert in data analysis and project evaluation. Supporting Federsanità ANCI Toscana to develop the “Indice di inclusione Abitativa”, a  synthetic index on housing quality in Tuscan municipalities. I am involved in Communities of Practice focused on inequalities and social inclusion (Tuscany) and in the Reticulate EU project, on the theme of homelessness.

AMIRA BIEBER

Senior Project manager, European Project management Pro Arbeit – Germany

Amira Bieber brings diverse work experience as a job coach (Team 50 Plus), migration officer, teacher and social worker. She has a Master of Arts in education, sociology and psychology and worked as a voluntary work with different vulnerable groups.

Alia Kamlani

Public Sector Transformation Leader, Deloitte Canada

Alia Kamlani is a public sector transformation leader with 15+ years of experience working inside government and as an advisor to public sector organizations. She is a seasoned public sector transformation partner and has spent her career working alongside senior executives and political leaders to develop business cases, engage stakeholders, develop strategic options, and project manage numerous strategic and large-scale human service organizational, IT, and service delivery transformations in Ontario and across North America. Alia is also Deloitte’s National Labour Market Activation Leader where she is focused on transformation and innovation of social and employment services. Personally committed to driving more equitable and inclusive program design through her work, Alia strives to support government to improve outcomes for vulnerable populations in Canada.

Andreas Nikolajsen

Partner, Deloitte Denmark

Andreas is partner in Deloitte Denmark and is leading Deloitte’s work in the field of employment/labor market and social services in Denmark and across the Nordic countries as Nordic sector lead on employment. During the last 20 years Andreas have continuously worked with analysis and practice development within the field of employment policy and social services. First for 10 years in different roles in the Public sector with 6 years in the Administration of Labour Market and Employment in the Municipality of Copenhagen, 2 years as head of office in the Ministry of Employment and for the last 10+ years as a consultant in Deloitte. Andreas has carried out numerous projects in the employment field in relation to both national, regional and local labour markets. Through his projects Andreas has designed target operating models for effective Jobcenters, developed and tested new employment measures and efforts, analysed competency balances in the labour market, designed processes for international recruitment and evaluated large reforms on sickness benefits, flexi job and early retirement.

BEGOÑA LOPEZ GONZALEZ

Head of the Asturian Observatory for Social Services

PhD in Sociology, Master in Public Management and Institutional Leadership. 
I work in the regional administration since 2003 and in the Department of Social Rights since 2018. Currently I Head the Asturian Observatory of Social Services. For the last year and a half I’m responsible for the Xeitu project, a project financed by EASI fund, which seeks to test new ways of providing social integration programs for people far from the labor market.
