Alfonso is CEO of the European Social Network, which brings together over 165 social services departments in public authorities in 35 countries. Alfonso oversees the Network’s management and strategic direction, leads the policy programme co-financed by the European Commission, the annual European Social Services Conference and European Social Services Awards. He has 15 years’ experience in public policy, has authored and co-authored several publications and is a regular contributor of articles to academic journals, newspapers, and specialist social services magazines. Before joining ESN, Alfonso worked in public policy programme evaluation and project management in the private sector.
He holds an MA in modern languages from the University of Granada, an MA in European Governance from the College of Europe, an MSc in Public Policy from University College London and a Masters in Executive Management of International Associations at Solvay Brussels School for Economics and Management. Alfonso advises public authorities in their social services reforms and teaches on social services innovation, reform, and organisation in master’s degree programmes at the Universities of Barcelona, The Basque Country and the School of Public Administration in Galicia, Spain.

Jessica has been a Partner at EY since 2019, leading teams working in the social services and health sectors in France. She started her own company in 2009, and for 10 years she co-managed a consulting firm specialized in the health and social service sector for the public sector. She also acts as deputy Global Leader for Human Services at EY. Jessica is Franco-German, graduating from Sciences-Po Paris with a Masters degree in political sociology. She is also very involved in European issues.
Deputy Secretary, Department of Social Protection, Ireland
Teresa was appointed as Deputy Secretary in March 2021. Teresa has held many roles in the department, having previously had responsibility for child and disability policy and Divisional services. In that role she gained a good understanding of the challenges facing people with disabilities. While in this position, she worked in partnership with others including agencies and NGOs to improve their opportunities and outcomes.
A career civil servant, she has a long track record and experience of, policy development, service delivery, resource management and service modernisation.
Chief Specialist, Institute for Health and Welfare, Finland
Erja Ailio works as Chief Specialist at the Finnish Institute for Health and Welfare. Erja has worked in various expert positions in social welfare information management for nearly fifteen years. At the moment, she coordinates the national development of information management in social welfare. It covers the entire life cycle of client information from the definition of the information needs to the secondary use of information. The development is carried out in close cooperation with various stakeholders and emphasises not only the needs of social welfare professionals but also the needs of clients. For her, it is important that social welfare and its information management become more visible. She is motivated by the goal of knowledge-based social welfare.
