Vulnerability has become a critical issue for governments globally. More and more people are falling into different physical, financial or emotional risk categories, exceeding the rate of improvement among vulnerable people.
This rising demand for care and protection services is driven by changing demographics, employment practices and heightened social risk factors. At the same time, rising debt levels, budgetary constraints and a lack of a whole-of-government approach are thwarting government efforts to intervene early. However, the short- and long-term costs of late intervention — for individuals, governments, economies and societies — are far greater.
