Co-operating across Government Levels to Promote Social Inclusion

The political responsibility for social policies is almost always divided between local, regional and national authorities and requires cooperation across them. In this interactive workshop, EY will facilitate a group discussion to discuss the key challenges and success factors experienced when creating policies and cooperative projects to support older people and people with disabilities as well as social and employment policies. The workshop will focus specifically on major transformation projects that need a strengthened exchange of information, data and processes between public authorities.

The target group for the workshop is social policy directors and managers who are in charge of driving cooperation policies across different authorities in local, regional or national authorities. Participants will have the opportunity to share their stories, projects and concrete issues, and to learn about concrete examples of cooperation based on current reforms in France, Germany and the UK, including the creation of a new network in the field of employment – France Travail.

Activating Populations with Barriers to Employment

In the context of labour shortages, more and more governments and public employment agencies around the world are looking to activate populations that are not in the labour market. More investment is being directed to activating populations with barriers to employment. More emphasis is being placed on meeting the specific needs of populations, versus catch-all supports and services that are intended to meet the needs of the regular jobseeker. Further, government and providers are modifying how they measure progress and outcomes in this space, with more emphasis being placed on the person’s journey and progress. What works? Integrated services, co-production, and specialised and tailored support are all key features. This panel will explore promising models from Canada and the UK and perspectives from Deloitte’s work globally. Three themes will be explored:

  • Addressing the needs of persons with complex and multiple needs
  • Addressing the needs of people with disabilities
  • The role of digital in activating barriered populations

Working Together for Better Neighbourhoods & Communities

Neighbourhood and community approaches include a range of strategies aimed at supporting individuals and families within their local communities. These initiatives leverage local resources and social networks to address challenges linked, for instance to socio-economic difficulties and social isolation. However, their implementation can vary significantly within and between countries due to cultural norms, historical contexts, and institutional structures. Understanding these contextual differences is crucial to recognise how communities mobilise their resources to support their residents. This panel discussion will explore programmes from different countries, each highlighting different strategies and follow-up results that address social needs and promote wellbeing.

The Regional Government of Catalonia will present its ‘Neighbourhoods with Future’ project, focusing on innovative methods to address social and urban challenges for neighbourhoods, where there is a high number of residents at risk of social exclusion.  The University of West Attica will present one strand of the regional West Attica strategy specially focused on the use of EU funds to improving social services and inclusion of vulnerable populations submitted under Greece’s Recovery and Resilience Plan. Finally, the City of Bruges will introduce delegates to their implementation of the Compassionate Cities initiative, in particular a programme to support relatives in times of grief.

These diverse experiences will inspire delegates to build collaborative efforts to advance inclusive and supportive neighbourhood strategies.

Co-creating Family and Children’s Support

Co-creating family and children’s support requires collaborative efforts among various agencies together with families themselves to address their needs, particularly the needs of families in vulnerable situations. This approach emphasises inclusion, equity, and active participation, aiming to build strong support networks and holistic solutions tailored to the diverse contexts of these families. By fostering partnerships and co-creating initiatives with families themselves, the wellbeing and healthy development of children should be improved. In this discussion we will hear about three innovative programmes which provide evidence on the positive impact of multi-agency family and child support.

The City of Leuven will share an integral long-term and collaborative programme supporting families to access multiple resources to help them be included in their communities. The Faculty of Social Work in Ljubljana will explain the use of an innovative laboratory of co-creation of new programmes and integrated services with families. The Romanian National Authority for the Protection of Children Rights and Adoption (NAPCRA) and UNICEF will discuss the MPS model, showing that the delivery of an integrated package of community-based services for children and their families supported by technology results in reducing poverty, inequality and deprivation.

Fostering a culture of co-creation within family and children’s support services is paramount for effective and sustainable support. By actively involving families in decision-making processes, interventions are better tailored to prioritise the well-being and empowerment of children and their families.

Promoting Workforce Reform

The social services workforce is a fundamental part of social protection systems across the EU and plays a key role in improving people’s lives. The demand for social services, support, and protection is rapidly increasing across Europe and beyond. This increase in demand places significant pressure on public social services and the workforce they employ, whilst also facing budget constraints, recruitment, and retention issues.

Social services professionals should be part of the solution to these challenges by being meaningfully involved in the conversations, plans and programmes put forward to manage the future workforce.

In this session, we will learn about three different approaches to address these social service workforce challenges with a particular focus on how professionals are co-creating these solutions. Northern Ireland’s Social Care Council will present their social care reform, which focuses on co-creating a social care workforce that can deliver for now and into the future. CNFPT, the National Centre for Local Public Administration in France will explain how they are integrating the views of people using social services into practitioners’ training. The National College of Social Workers from Romania (CNASR) will present findings from the first study in Romania on the views of social work practitioners on the profession, and how the results will contribute to improving the voice of professionals to bring about workforce reform.

Building strategies that address workforce challenges is an important way to respond to the social care and support needs of individuals and families in vulnerable situations.

Capturing Children’s Views and Experiences

The National Joint Investigative Interview Project was set up to improve the quality of the experience of child victims and witnesses who are required to give evidence, to minimise the risk of re-traumatisation and improve the quality of evidence gathered during forensic interviews of social workers and police officers with children. Through a training programme, interviewers are equipped with enhanced skills and knowledge, particularly on trauma-informed approaches, enabling them to create safe, collaborative environments for children to share their experiences effectively during interviews.

This workshop will encourage participants to explore how these training insights can benefit the broader social work workforce, providing practical applications of trauma-informed principles through group activities and reflection sessions.

Crafting Tailored Individualised Services with Families of Children with Disabilities

Having realised that families with children with disabilities did not have the right type of support, the Welfare Department of Riga City Council conducted a research study and collaborated with service providers and families to develop and implement a new social programme. The programme consists of support provided by trained professionals who, together with family members, co-developed individual support programmes tailored to the individual needs of the child with disabilities, siblings, and parents.

This initiative aims to improve the social participation of families with children with disabilities by enhancing essential care, promoting self-care skills, and fostering stronger parent-child bonds. Significant outcomes include improved childcare, increased parental employment, and enhanced financial stability, underscoring the effectiveness of this collaborative approach involving public authorities, service providers, and families.

Embedding Lived Experience in Care Practice and Research

The participation of people using social services in tailoring these services is crucial for creating programmes and initiatives that truly meet their needs. Person-centred approaches bring more perspective and insight, build trust between services providers and beneficiaries, empower people using services, and increase the effectiveness and impact of social services.

In this session, participants will learn about two projects focused on co-creation of social services through the participation of persons using social services. First, the UK centre, IMPACT, will demonstrate the development of new approaches to embed research evidence in adult social care policy and practice. Second, participants will learn about an EU-funded project that aims to increase service responsiveness to the voice of people using social services and will present initial results from a six-country study.

Promoting Citizens’ Engagement

Promoting citizens’ engagement in social services is essential as it fosters inclusion, empowers the community, and ensures that services are responsive to diverse needs and preferences. By actively involving citizens in decision-making processes, social services can better fulfil individual and collective needs, address systemic inequalities, and promote equality.

In this session, we will learn about two initiatives providing evidence on the positive impact of citizens participation to foster inclusion in cities.

First, Fuenlabrada City Council will share their model, Citizens Auditors and Municipal Services Against Structural Discrimination (CAMUS), which aims to identify and fight against structural discrimination in municipal services in collaboration with citizens themselves. Attendees will also learn about Barcelona City Council Citizen’s Pact, a participatory agreement through which public authorities and private organisations cooperate to build a more inclusive city, improving people’s quality of life. This participatory initiative has a key focus on action networks that advance social inclusion together.

Shared Decision-Making with People Using Social Services

Shared decision making is a key element of co-production in community-based care and support. People with lived experience of care are experts in what helps them have a good quality of life and what support can help them overcome situations of social exclusion. Involving people in decisions over their own care and support, gives them more control over their lives to become more self-sufficient.

TNO, an independent not-for-profit research organisation advising the Dutch Government and private sector on social progress, has undertaken research on the effects of shared decision making on the wellbeing of professionals and people in care. Based on the results, TNO developed the ‘Samen Beslissen’ methodology to be used by municipalities in the implementation of shared decision making for care and support services.

The Consortium of Retirement Homes in Vienna (KWP), Austria, has started pensioners clubs, where they implement a co-production approach in their organisational development and the generation of individual care and support plans.

Long-Term Care Co-design for Better Quality of Life

Research shows that loneliness has a serious impact on older people’s longevity, their physical and mental health and their quality of life. Likewise, the lack of care but also its low quality can further deteriorate older people’s wellbeing and their life quality. In this session, we will hear about two experiences addressing these challenges. Malta’s Active Ageing and Community Care Agency (AACC) empowers the older persons they support so they can find by themselves the services they need to improve their wellbeing, including mental health, family therapy and group sessions.

The region of Asturias in Spain will explain how they implemented a co-creation approach to put forward their new strategy ‘CuidAs’ aimed at promoting the transformation of its long-term care sector in collaboration with older people, their families and long-term care professionals.
